Problem of creating services to VC-3 level on PD3 board in an OSN3500 extended subrack

Can not possible to create services to VC3 level on PD3 board on OSN 3500 Equipment extended subrack slot 66

The PD3 boards with problems is inserted in the extended subrack – slot 66. When We create services or cross connections on the PD3 boards of the slot 64 and 65, We have not problems.

NE Error: Low Order cross connect board does not have sufficient high-order paths to be assigned to low-order services. error code: 38882.
At the begin has thinking that the ploblem was the Board, send to site a new PD3 and make a test, but is not a solution, was necessary to send GTAG data collector and check the topic about lower order cross connection, was necessary to check a cross connection capacity and run some commands in navigator:

When We create services or cross connections on the PD3 boards of the slot 64 and 65, We have not problems.

In the extended subrack, we  already used 8*VC4(1.25G), and XCE board only support 8*VC4, so we could not create service in slot 66 anymore.

The capacity of XCE board is 1.25G,  so the extended subrack only support 8 pieces of  PQ1 boards or 4 pieces of PD3 boards.  From the cross connection information,   calculate it there is totally 8*VC4 used slot 52,53,54,55 with PQ1 boards (4 VC4 ) and slot 64,65 with PD3 Boards (4 VC4).

in total 8 *VC4 service has been used, we could not configure service in slot 66.

If is necessary to configure services is necessary to use the tributary boards present in slots 52,53,54,55 (PQ1) and 64,65 (PD3).
