A:Basically there are three big difference:
1.S5700-28C-PWR-EI is 24 10/100/1000Base-T while S5700-28C-PWR-SI is 20 10/100/1000Base-T and 4 GE Combo.
2.S5700-28C-PWR-EI is coming without power supply while S5700-28C-PWR-SI includes single 500W AC power.

A:By default a 500W AC power supply already included in S5700-28C-PWR-SI switch, it can work, however if you want to get redundant power supply, you may add another 500W power supply, two power supply will not help increase output PoE Power, it is the same 369.6 W PoE Power.

A: No, Huawei POE switch only support AC Power supply.
